Creation of the DxF

AB 133 was signed by Governor Gavin Newsom in 2021 and aims to break down information silos that make it difficult for Californians to access effective, whole-person care. The legislation mandated the creation of the Data Exchange Framework (DxF), which includes a Data Sharing Agreement (DSA) and a common set of Policies & Procedures (P&Ps) to govern the exchange of health information. In August of 2025, administration of the DxF transitioned to the California Department of Health Care Access and Information (HCAI), which now oversees ongoing implementation. 

CalHHS and the Center for Data Insights and Innovation (CDII) began development and implementation of the DxF. This ongoing process is now administered under HCAI. To learn more, visit A Bold Vision

Ensuring Transparency and Accountability Through Effective Governance of the DxF

To ensure transparency and accountability, the DxF was made possible by a robust, comprehensive process that included individuals representing a diverse set of both public and private healthcare stakeholders with relevant expertise in health and social services data exchange and service delivery.

 

Roadmap to Creating the DxF

 

The creation of the DxF began with the Stakeholder Advisory Group, which advised CalHHS in its development of a statewide Health and Human Services Data Exchange Framework, and the Data Sharing Agreement Subcommittee, which developed recommendations for the DSA. Upon publication of the DSA and other DxF materials, CalHHS created the Implementation Advisory Committee (IAC) to advise on DxF implementation and the DSA P&P Subcommittee to advise on the development of  P&Ps. CalHHS also solicited public comment on draft versions of the DSA, P&Ps, and other key DxF program materials prior to finalization. 

Restructuring of the DxF’s governing committees took place in July 2025. The IAC was maintained, while the DSA P&P Subcommittee was replaced with the Policy, Operations, Privacy, and Security Committee (POPS), which continues to advise the DxF on privacy, policy, operations and security matters as they pertain to DSA, its P&Ps and implementation issues. The Technical Advisory Subcommittee (TASC) was elevated to the Technical Advisory Committee (TAC) to recognize this advisory body is not a subcommittee of another advisory body. 

Additionally, the DxF maintains the Standards Committee, which convenes annually as needed and advises the DxF on the advancement of emerging and maturing technical standards for adoption by the DxF, in consultation with stakeholders. 

Grants Opportunities Were Made Available to Support DxF Implementation

Governor Newsom and the legislature allocated a significant investment of $50 million over two years to support the implementation of the Data Exchange Framework throughout California’s health and social services providers.

A Public, Transparent Implementation Process

The P&Ps development process took place in 2022 and continued through 2023, conducted through a public and collaborative process that took into account the needs of all health and social services providers, the individuals they serve, as well as consumers.

Public comments were taken throughout the development and adoption of the P&Ps. The DxF continues to refine P&Ps to adjust to the changing landscape and technical advancements, following a designated process that requires public stakeholder input. This ongoing collaborative process helps ensure the implementation of the P&P’s is equitable and reflects the needs of various health entities to reach a Healthy California for All.

Implementation Advisory Committee (IAC)

The IAC advises the DxF in all aspects of implementation, including program strategy and the development of Data Sharing Agreement (DSA) Policies and Procedures (P&Ps).

Members were appointed by CalHHS and comprise public and private healthcare stakeholders and experts.

Policy, Operations, Privacy, and Security Committee (POPS)

The POPS Committee advises the DxF on privacy, policy, operations, and security matters as they pertain to P&Ps and implementation issues.

Members are appointed by CalHHS and include subject matter experts in data exchange laws and regulations; data privacy; information and system security; and operations of health, social service, CBO and other entities participating in the DxF.

Technical Advisory Committee (TAC)

Formerly the Technical Advisory Subcommittee, the TAC advises the DxF on technical and operational aspects of implementation (e.g. Event Notification Architecture, social data exchange architecture, consent management). The committee membership is constituted based on topic area, and comprises subject matter experts representing service providers, intermediaries, vendors, and state/county government.

Standards Committee (SC)

The Standards Committee advises the DxF on the advancement of emerging and maturing technical standards for adoption by the DxF, in consultation with stakeholders. Input from the other Committees helps inform CalHHS and shape the topics under consideration prior to the Standards Committee advising the DxF on the adoption of standards for potential inclusion in the DSA and its P&Ps.

Previous Committees Instrumental to the Development of the DxF

The early stages of the DxF development was led by the DSA Subcommittee and the Stakeholder Advisory Group. Ongoing implementation is currently led by the Implementation Advisory Committee (IAC) and the Policy, Operations, Privacy, and Security (POPS) Committee.

Stakeholder Advisory Group

The Stakeholder Advisory Group, a group required under AB 133, advised CalHHS in its development and implementation of a statewide Health and Human Services Data Exchange Framework.

The Stakeholder Advisory Group was led by the Secretary of the California Health & Human Services Agency and was composed of a diverse group of experts from across the health and social services systems in California.

Data Sharing Agreement Subcommittee

The DSA Subcommittee supported the CalHHS DxF Stakeholder Advisory Group’s development of recommendations for the creation of the DSA and the initial set of P&Ps.

The DSA Subcommittee Members included individuals representing a diverse set of public and private healthcare stakeholders with expertise and experience relevant to the design, development, and implementation of health and cross-sector data sharing agreements.
