DxF Community Sandbox

 

The C4BH-run DxF Community Sandbox is a dynamic learning environment that supports organizations participating in California’s Data Exchange Framework. Stakeholders can leverage this external product to securely and rapidly test, collaborate, and scale new workflows to fully realize the value and promise of the DxF.

DSA Signatory Grants

 

The DSA Signatory Grants Program has come to an end as of March 31, 2026. 

HCAI and PCG will reach out to Grantees if additional information is needed upon reviewing submitted applications.

New Releases

SB 660 has been signed into law. The legislation has implications for the DxF. To learn more about the law, how it expands the DxF, and upcoming activities related to implementation, please review the HCAI SB 660 Fact Sheet.  

Opportunity for Public Comment

The California Department of Healthcare Access and Information (HCAI) has released an amended draft of the Participant Directory Policy and Procedure.  

 

 

Substantive changes proposed in this amendment for which HCAI is seeking public comment include: 

  • Clarifying that Participants exercising the option to delay Exchange are required to update their Participant Directory choices no later than ten (10) business days after establishing the capability for Access or Exchange 

Administrative changes also proposed to align with newly defined terms include: 

  • Replacing all instances of “Notification of ADT Events” with “Event Notification 
  • Capitalizing “skilled nursing facility” to “Skilled Nursing Facility” to reflect its defined term 

NOTE: Stakeholders who wish to object to HCAI’s determination that the above changes are administrative may submit their objection and explanation of the basis for the objection in the same DxF Comment Template Excel file as described below. 

HCAI is soliciting public comment on the proposed changes in the amended draft through 5:00pm PT Monday, October 5, 2026. Additional details with guidance on how to prepare and transmit comments are provided below. 

 

Guidance on Comment Preparation and Transmission  

The DxF Comment Template Excel file is HCAI’s preferred method for the creation and submission of your comments.  

 

  1. Structure of the Comment Template

The DxF Comment Template Excel file contains two tabs that include “locked” cells shaded in grey with instructions and “open” cells shaded in green for your comments.   

Additional information on the tabs and their contents is provided below.    

  • “Commenter Information” tab: This tab includes “open” cells shaded in green for: your name, your organization, the date you prepared your comments, and the name of the file.    
  • “1. P&P – Participant Directory” tab: This tab includes “open” cells shaded in light green to track your specific comments for each section of the Participant Directory P&P. To aid us in tracking your comments, the tabs include:    
  • an “open” cell in column A for you to identify the relevant section from the P&P being commented on  
  • an “open” cell in column B for you to paste the applicable text from the P&P being commented on   
  • an “open” cell in column C for you to identify the relevant page number(s)    
  • an “open” cell in column D for you to provide the full text of your comment    

 

  1. Transmission of the Comment Template

To assist us with processing of your comments, please name your completed Excel file as follows:    

[Your Organization Name]_[Your Last Name]_[Date Prepared] and transmit the file attached in an email to DxF@HCAI.ca.gov with the subject line “Participant Directory P&P Public Comment”. 

 

HCAI asks that comments delivered in alternative formats meet Web Content Accessibility Guidelines. Specifically, HCAI requests that commenters refrain from submitting comments in tracked-changes format or as a document with in-text comments.
