The Data Exchange Framework (DxF) was signed into law on July 27, 2021 by Governor Gavin Newsom to require the secure, real-time exchange of health and social services information throughout California. Beginning January 31, 2024, many healthcare entities in the state are required to share information with other providers and payers under DxF Policies and Procedures, setting the stage for coordinated, continuous, and informed care for all Californians.

A Qualified Health Information Organization (QHIO) facilitates the secure exchange of health and social services information, assisting entities as they create and respond to information requests, receive the results of tests or referrals, and solicit notifications of admissions or discharges.

The organizations receiving the QHIO designation are: Applied Research Works, Inc., Health Gorilla, Inc., Long Health, Inc., Los Angeles Network for Enhanced Services (LANES), Manifest MedEx, Orange County Partners in Health-Health Information Exchange (OCPH-HIE), SacValley MedShare, San Diego Health Connect, Serving Communities Health Information Organization (SCHIO)

With a January 31, 2024 deadline approaching for many entities to begin securely exchanging health information under the Data Exchange Framework (DxF), the California Health & Human Services Agency’s (CalHHS) Center for Data Insights and Innovation (CDII) is now accepting applications for the first of at least three rounds of Data Sharing Agreement (DSA) Signatory Grants.
California entities that have signed the DSA can apply to receive direct support for DxF implementation, with financial assistance ranging from $15,000 to $50,000, or more via enhanced funding to entities serving underserved communities.

Over 1,400 organizations joined the CalHHS Data Exchange Framework (DxF) by signing the Data Sharing Agreement (DSA) by the January 31, 2023 deadline. Most California health entities are now required by law to sign the DSA effective immediately.

Organizations that have signed the DSA can now display the DxF Seal—being revealed today—to show their participation in the DxF effective immediately.

Many healthcare entities are required by law to sign the CalHHS Data Exchange Framework (DxF) Data Sharing Agreement (DSA) by January 31, 2023 and to begin sharing data by January 31, 2024—part of an ongoing CalHHS initiative to create new connections and efficiencies between health and social services providers, promote health equity, and improve whole-person care across the state.

The DSA is a shared commitment between hospitals, physician organizations and medical groups, skilled nursing facilities, health plans and disability insurers, clinical laboratories, acute psychiatric hospitals, and other voluntary signatories to securely and appropriately share patient information.
